Key Information
House bills 4983-4986 will allow voters who are of age to pre-register and register to vote when they apply for a driver’s license, state ID, or change of address by adding that information to the Qualified Voter File, while leaving an option to opt-out. This information would be forwarded to their local clerk, who will include an option to decline this registration and provide information on how to vote via absentee ballot.
The SOS would be required to publicize monthly data reports on the following information:
- The number of individuals who completed or declined voter registration after applying for a driver’s license or state ID, applying for a change of address, or being issued a graduated license and providing documentation of their citizenship.
- The number of individuals who indicated without providing documentation that they are a United States citizen when becoming registered or declining to register.
- The number of individuals whose registration were updated in accordance with the act’s requirement that the SOS use the address provided on a driver’s license or state ID as the applicant’s residence in the QVF.
These bills would increase the ease of automatic voter registration by streamlining the process to opt-in voters who apply for the aforementioned applications and are not already preregistered. These bills will take effect June 30, 2025.
