Clean Energy

IMPLEMENT THE GOVERNOR’S CLIMATE PLAN

$4 million (+ 5 FTE’s GF) to earn EPA Tier 1 status. Resource EGLE’s Office of Climate and Energy to position the state, local governments, residents and the private sector to capture IRA federal Climate Grants.

ENERGY GRID RESILIENCE

$43 million ($5.6 million GF; $37.4 federal funds) to implement a program to harden Michigan’s energy grid against natural disasters by burying power lines, diversifying energy sources and preparing the grid for future load increases.

BOOSTING MICHIGAN’S ELECTRIC VEHICLE FUTURE 

$150 million (Sec. 11 School Aid Fund, Grants administered through EGLE’s MI Clean Fleet initiative). Match funding to help districts buy 500 electric school buses to provide health benefits for students and long-term fuel savings.
$160 million ($100m GF). Match federal funds for innovative bus transit and rail projects that support climate-friendly modes of transportation such as bus rapid transit corridors, local transit enhancements, and passenger rail infrastructure.

RENEWABLE READY COMMUNITIES 

$40 million (one-time GF, EGLE) to provide grants to local communities for the creation of renewable energy facilities at a regional scale; build resilient infrastructure.

$25M (GF) Green Bank Revolving Fund For DTMB to continue the work of energy retrofits on state properties; Leverage state lead by example to win a maximum in federal funds such as the $20 billion available through Biden’s IRA which provides grants for projects or that reduce or avoid greenhouse gas pollution.

HOME WEATHERIZATION SUPPORTS 

$483 million deep energy efficiency retrofits — measures that cumulatively reduce energy usage by at least 30%, including building insulation, window, lighting and controls, appliance upgrades, etc. $483 million ($212 million US DOE weatherization, $150 million LIHEAP weatherization funding, $121 million ARP/GF).

Water

LEAD SERVICE LINE REPLACEMENT

$200 million one-time, $26 million ongoing. Replaces thousands of lead service lines throughout the state; $25 million prioritized for overburdened communities.

IN-HOME ASSISTANCE FOR WATER QUALITY 

$100 million one-time ($23m ongoing) Ensures the quality and safety of Michigan drinking water. Funding will support water filter distribution, faucet and plumbing replacement in communities with lead contamination.

LOCAL WATER UTILITY AFFORDABILITY

$175 million to support efforts by community water systems to ensure the affordability of water. Eligible expenditures from these funds will be income based and must include: (a) Capping or lowering utility bills, (b) Reducing consumer debt, (c) Improving in-home plumbing, and (d) Protecting participating residents from water shutoffs.

STORMWATER INFRASTRUCTURE

($350 million, one-time GF) for stormwater management projects to provide for flood mitigation and projects to reduce damaging stormwater runoff. Recently, less than 1% of SRF dollars have been allocated to storm water projects.

Democracy

PROP 2 FEBRUARY PRESIDENTIAL PRIMARY

$20 million one time to run the Feb. 2024 Presidential Primary (Department of Treasury).

$50 million to fully fund implementation of Proposal 2 for the state to assist local governments for successful expansion of absentee and early voting (tabulators, facilities, staff, etc.) based on the Secretary of State’s recommendation.

$1.2 million (state restricted funds). Expand staffing for seven mobile offices to improve resident access to Departemnt of State services for populations with barriers to access throughout the state.

Land

ENVIRONMENTAL JUSTICE COMMUNITY HEALTH FUND

$100 million (EGLE, one time) total in two parts:

1. $50 million to reduce env. health burdens within communities experiencing elevated exposure based on their proximity to emitting sources; Env. Justice Contaminated Site Cleanup Fund.

2. $50 million to remediate and redevelop contaminated sites, and expand air pollution controls in historically disadvantaged and underrepresented communities.

CAPITALIZE THE STATE PARKS ENDOWMENT FUND (SPEF)

Save ~$500 million (GF/GP) to the SPEF to be invested by the Treasury to generate ongoing tax-free dollars for Michigan State Parks. The funds will enable state oil and gas earnings to return to the Natural Resources Trust Fund providing a perpetual revenue source for Michigan’s parks and natural lands.

NATURE AWAITS & THE MICHIGAN HEALTHY CLIMATE CORPS

Nature Awaits — $4 million. Enables every fourth-grade class in Michigan to experience the state’s park system where their teachers can educate them with the support and resources of the Department of Natural Resources.

The Michigan Healthy Climate Corps — $2.1 million to create a service network to partner with local non-profits to accelerate collaboration and implementation of climate change solutions
